- ➤ A Scott County trial over whether Davenport properly approved settlements with three former employees began Tuesday with opening arguments and testimony from council members and a former city attorney who said he believed he had council consent to negotiate the agreements— the four-day bench trial will decide if the city’s delayed ratification of the settlements violated open meetings law and local contract requirements.
