- ➤ Rock Island County Council on Addictions broke ground on a 12-bed women’s recovery home Monday at 4 p.m. at its East Moline campus using opioid settlement funds, local donations and volunteer labor to fill a decade-long gap in women’s addiction treatment — the new facility will offer round-the-clock staffing, warm meals, daily group therapy and counseling — and allow residents to stay until they secure stable housing.
